Uplifting Dignity, Securing Rights, Empowering Workers
The Kerala Labour Movement (KLM) is the official labor initiative operating under the Labor Commission of the Kerala Catholic Bishops’ Council (KCBC). Rooted deeply in the Catholic Church’s rich history of Catholic Social Teaching—specifically echoing Pope Leo XIII’s foundational encyclical Rerum Novarum—KLM acts as a proactive civil society network dedicated to the welfare of laborers.
While parish groups like Matruvedi and Pitruvedi anchor family life, KLM extends the Church’s reach into the economic sphere, directly advocating for the 93% of workers in the unorganized (informal) sector who face financial insecurity, lack of labor protections, and inequality.

Our Vision: A just and equitable society where every worker enjoys fundamental human dignity, labor justice, economic security, and fullness of life without discrimination of caste, class, or religion.
Core Objectives
- Enhancing Labor Dignity: Disseminating the perspectives of both Christian social ethics and the International Labour Organization (ILO) to foster respect for honest labor.
- Securing Labor Justice: Lobbying for fair wages, safe workplaces, and the strict implementation of protective labor laws.
- Universal Social Security: Enrolling informal workers into state-sponsored welfare funds, pension boards, and medical insurance policies to shield them from economic crises.
- Ensuring Gender Justice: Actively building up the collective bargaining power and legal support frameworks for women in the unorganized workforce.
Historical Milestones
KLM has spent decades evolving from an awareness initiative into a legally registered, highly organized trade union facilitator across Kerala.
The Initial Spark
The movement began its grassroots work across Kerala, laying the groundwork for organizing marginalized informal workers who lacked structural representation.
Episcopal Foundation
The Kerala Catholic Bishops’ Council (KCBC) formally established the official Commission for Labour to guide, oversee, and spiritually back worker animation programs.
Formalization & Re-activation
The Unorganized Workers Forum (UWF) reached full-scale operation by 1991. To combat the severe impacts of rapid globalization on informal laborers, the movement was heavily restructured in 2002 under the Charitable Societies Registration Act.
National Federation Integration
KLM achieved recognition as a founding member of the Workers India Federation (WIF), connecting Kerala’s labor struggles to the nationwide network of Catholic labor NGOs.
Our Specialized Labor Forums & Trade Unions
To effectively advocate for specific rights, KLM organizes workers into independent, specialized forums registered under the Trade Union Act. These groups allow independent laborers to collectively bargain and access state welfare boards.

Core Services & Grassroots Programs
KLM translates policy advocacy into highly practical everyday assistance at the parish level through dedicated Workers Facilitation Centres.
1.Welfare Board Enrolments:Welfare & Legal Aid.
Helping workers understand, apply for, and maintain their memberships in various State Government Welfare Boards, ensuring access to pensions, marriage assistance, and educational scholarships for their children.
2.Suraksha Clinics & Palliative Care:Community Health Support.
Operating mobile home care teams alongside medical professionals to provide medical assistance and spiritual attention to aging, sick, or injured laborers right in their homes.
3.Employment Self-Help Groups (SHGs):Financial Autonomy.
Grouping 10 or more neighborhood workers of the same trade into specialized cooperative clusters to pull resources, upgrade skills, and secure micro-loans without predatory interest rates.
4.Vocational Skills Training:Skill Advancement.
Partnering with governmental agencies to run continuous skill-upgradation and certification programs, significantly improving the employability of informal laborers.
